Land in the vicinity of Jandakot Airport may be exposed to aircraft noise. Australian Noise Exposure Forecast (ANEF) noise contours form the basis for land use planning considerations by planning authorities under State Planning Policy 5.3 - Jandakot Airport Vicinity. The Jandakot Airport - Aircraft Noise interest included in this report should also be considered.
Jandakot Airport is critical to the continued development of Perth and Western Australia. Fire, medical and police emergency services are major users of the airport. Given Perth and Western Australia’s relative isolation, communities depend on commercial aviation more than most to support social, cultural and family connection, as well as economic prosperity.
Accordingly, the airport needs to be recognised in the planning of the region and protected. The objectives of State Planning Policy (SPP) 5.3 - Jandakot Airport Vicinity are to protect the airport from unreasonable encroachment by incompatible (noise sensitive) developments, provide for the airports ongoing growth and operation, and minimise the impact of airport operations on existing and future communities with reference to aircraft noise.
Australian Noise Exposure Forecast (ANEF) noise contours form the basis of SPP 5.3. The ANEF is also a central component of the Australian Standard 2021–2000 Aircraft Noise Intrusion – Building Siting and Construction (AS2021) which should be referenced in conjunction with SPP 5.3.
SPP 5.3, AS2021 and the ANEF noise contours together act as a land use planning and building treatment guide, providing best practice guidance to development control authorities (such as State and Local Government) on whether the extent of aircraft noise intrusion makes a given land area acceptable for a proposed land use or development, and if so, whether conditions need to be imposed such as noise mitigation measures in construction or Notice on Title.
ANEF noise contours are prepared by Jandakot Airport every five years, with only one ANEF valid at anytime, and reflect the expected long term airfield layout including construction of a new runway. However, it must be noted that the Australian Noise Exposure Forecast (ANEF) system is a land use planning tool and does not effectively convey the impact or exposure of aircraft noise to the community. For this reason, the Jandakot Airport - Aircraft Noise interest included in this report should also be considered.
